ІНТЕГРАЦІЙНИЙ ПОТЕНЦІАЛ МСП КРАЇН СХІДНОГО ПАРТНЕРСТВА В ПРОЦЕСІ РЕАЛІЗАЦІЇ ЗЕЛЕНОГО КУРСУ ЄС

У статті досліджено інтеграційний потенціал МСП країн Східного партнерства в умовах реалізації Європейського зеленого курсу. На основі поєднання якісного та кількісного аналізу даних програми EU4Business виявлено просторові відмінності у структурі та результативності підтримки МСП за основними напрямами: доступ до фінансування, розвиток бізнес-компетенцій та формування сприятливого інституційного середовища. Визначено особливості та пріоритети застосування інструментів розвитку МСП для зеленого переходу України, Грузії, Молдови, Азербайджану та України. Запропоновано концептуальну модель посилення інтеграційного потенціалу МСП, яка базується за логічному зв’язку п’яти блоків: інтеграційна готовність та екологічний комплаєнс, доступ до фінансування, розвиток компетенцій та інновацій, інституційна рамка інтеграції, моніторинг та оцінювання. Обґрунтовано гармонійний зв’язок моделі з напрямами програм підтримки МСП ЄС. Розроблено системний підхід до зміцнення стійкості бізнесу в країнах Східного партнерства, що ґрунтується на модель інтеграційного потенціалу, забезпечує поступове зближення з внутрішнім ринком ЄС та адаптацію до викликів зеленого переходу.
