ФІНАНСОВІ МЕХАНІЗМИ ЕФЕКТИВНОЇ СТРАТЕГІЇ ЗАЙНЯТОСТІ В АЗЕРБАЙДЖАНІ

У статті емпірично досліджено фінансові механізми, що лежать в основі ефективних стратегій зайнятості у перехідній економіці Азербайджану за період 2010–2024 рр. Ґрунтуючись на кейнсіанській моделі «ефективного попиту» та концепції NAIRU (рівня безробіття, що не прискорює інфляцію), метою дослідження є вдосконалення фінансового механізму активної політики ринку праці та інноваційного фінансування екосистем для забезпечення зайнятості в Азербайджані, з урахуванням викликів диджиталізації та зростаючого розриву в навичках. Наукова новизна статті полягає в розробленні моделі «тристороннього гібридного фінансування», у якій поєднано державне фінансування, інвестиції приватного сектору та освітню інфраструктуру для скорочення розриву в навичках у ненафтових секторах. У дослідженні аналіз розширено шляхом демонстрації потенціалу застосування моделі до європейських перехідних економік, які стикаються із подібними структурними трансформаціями. Продемонстровано, що перехід від пасивних соціальних трансфертів до інвестиційно-орієнтованого страхування зайнятості суттєво збільшує мультиплікатор зайнятості. На основі даних за 2024 р. також оцінено вплив цифрової трансформації на ефективність створення робочих місць. Результати дослідження формують основу стратегічної дорожньої карти синхронізації монетарної трансмісії з вимогами ринку праці для забезпечення довгострокової макроекономічної стабільності.
