КЛАСТЕРНА МОДЕЛЬ ОРГАНІЗАЦІЇ ЛОГІСТИЧНОЇ ДІЯЛЬНОСТІ В РЕГІОНІ (НА ПРИКЛАДІ ЕКОНОМІЧНОГО РАЙОНУ «ПОДІЛЛЯ»)

На підставі аналізу динаміки показників розвитку регіональної транспортно-логістичної системи економічного району «Поділля» виявлено бар’єри, що стримують її дієве функціонування, які умовно розподілено за 10 групами: політичні, інституційні, інвестиційно-фінансові, інфраструктурні, логістичні, тарифні, митні, інноваційні, інформаційні, екологічні. Доведено, що для усунення зазначених бар’єрів доцільно розробити кластерну модель організації логістичної діяльності в економічному районі, під якою розуміється концептуальний підхід, що передбачає створення й розвиток транспортнологістичного кластера як механізму сталого функціонування регіональної транспортно-логістичної системи. Кластерна модель охоплює такі блоки: єдиний комплекс процесів логістичної діяльності; учасники транспортнологістичного кластера, які організують ці процеси; алгоритм формування й функціонування кластера; організаційно-економічний механізм створення й розвитку транспортно-логістичного кластера; механізми формування партнерських взаємовідносин учасників кластера; досягнення сталого розвитку транспортно-логістичного кластера на засадах стимулювання регіонів. Реалізація кластерної моделі організації логістичної діяльності в економічному районі сприятиме отриманню синергетичного (економічного, соціального й екологічного) ефекту.
