Анотація

Під час проведення економічного оцінювання охорони здоров’я потрібно враховувати всі витрати та очікувані вигоди (з точки зору клінічної ефективності, корисності, грошових винагород). Витрати поділяють на прямі та непрямі; щодо останніх розроблено два основні методи. Підхід людського капіталу (англ. – Human Capital Approach, HCA) враховує валову заробітну плату за дні відсутності на роботі через хворобу; метод «фрикційної вартості» (англ. – Friction Costs, FC), натомість враховує значення продуктивності однаково, але втрати обмежуються періодом захворювання, протягом якого необхідно заміняти відсутнього працівника. Ця стаття містить огляд літературних джерел, що розглядають європейські країни, і спрямована на визначення спільних тенденцій за географічними регіонами. Оцінювання непрямих витрат у різних європейських регіонах може відображати реальну вартість послуг охорони здоров’я в різних країнах і систематизувати умови, за яких слід віддавати перевагу певному методу. Загалом аналіз витрат із застосуванням методу HCA більш поширений, а дослідження на основі FC переважають в Нідерландах, де цей метод був розроблений. Причини застосування методу HCA або FC можуть залежати від інституційного контексту, наприклад гнучкості на ринку праці та епідеміологічного середовища.
