ІНСТИТУЦІОНАЛЬНІ БАР’ЄРИ АНТИІНФЛЯЦІЙНОЇ ЕФЕКТИВНОСТІ НЕЗАЛЕЖНИХ ЦЕНТРОБАНКІВ: ПОЛІТИКО-ЕКОНОМІЧНИЙ АНАЛІЗ

Анотація

Досліджено інституціональні фактори успішності незалежних центробанків. Зазначено, що ця проблема випливає з того, що фракціоналізовані суспільства чи суспільства зі слабкими інститутами можуть запроваджувати автономію монетарних органів формально, а не фактично. Вказано, що брак верховенства права та фрагментаризація суспільства вважаються конкуруючими гіпотезами в поясненні відхилень фактичної незалежності від формальної. Пояснено, що підвищення незалежності центробанків без відповідної політичної підтримки незалежної монетарної політики можливе за умов досягнення певного рівня якості інститутів, вже достатнього для початку структурних реформ, але не достатнього для запобігання виявам різних інституціональних викривлень. Наголошено, що політичний режим, верховенство права і структура суспільства створюють більш складні інституціональні рамкові умови незалежності монетарних інституцій. Обґрунтовано, що через це основним є питання, чи включено центробанк у периметр «олігархічного консенсусу». Визначено, що ящо так, то верховенство права не має значення для формальної незалежності, якщо ні, то верховенство права має принципове значення для фактичної незалежності. Зауважено, що верховенство права в більшості випадків може компенсувати проблему структурної неоднорідності суспільства.
